This special, midweek edition of Élections Présidentielles is provoked by the final (at the very last moment) official entry into the campaign of the last remaining entrant—President Emmanuel Macron, standing for re-election to a second (and final) five-hear term.
He heralded his candidacy, unlike many of his dozen competitors, by a simple on-line statement that appeared this morning in provincial papers across France. He’s shunned the vast, noisy, at times even violent, rallies that announced the quest of most other candidates.
As president, Macron can certainly command French television virtually at will.
That he chose not to do suggests that he may really be reserving this venue for statesmanlike pronouncements on war & peace that are hardly subject to attack on any political level. Indeed, he did precisely that Wednesday evening when he took over the entire broadcast spectrum for 15 minutes at the prime time of 8 pm to assert:
“I know I can count on you, your attachment to freedom, to equality, to fraternity, to the place of France in the world. I will never stop defending [these value] and carrying them high, high on your behalf.
Long live the Republic.
Long live France”
Je sais pouvoir compter sur vous, votre attachement à la liberté, à l’égalité, à la fraternité, à la place de la France dans le monde. Je ne cesserai jamais de les défendre et de les porter haut, en haut en votre nom.
Vive la République.
Vive la France.
His announcement of his candidacy 24 hours later in his open letter to the French people was no less eloquent, no less moving in many respects.
But this document was far more specific on just what he has in mind for his second quinquennat (five-year term):
Lower taxes, greater investments in innovation and research, renewable energy, nuclear, and digital technology, agriculture, and space, and dependance on fossil fuels; greater home care for elderly and improved old age homes; raises for teachers and improved quality of education, greater equality, and above all, a return to a system of genuine meritocracy, and a new art of living in French society with broad opportunities, and a growing investment in law and order. And concluding with his MAGA phrase: “Avec Vous. Pour vous. Pour nous tous.” (With You, For you. For us all.)
But I was especially taken by this paragraph, a more or less direct allusion to candidates of the extreme right, one of whom is most likely to face Macron in the second and final round the of election on April 24:
“It is by looking with humility and lucidity at the present, by not giving up any of the audacity, the will and our taste for the future, that we will succeed. The challenge is to build the France of our children, not to rehash the France of our childhood.”

"My dear compatriots,
Over the past five years, we have gone through many trials together. Terrorism, pandemic, return of violence, war in Europe. Rarely has France been confronted with such an accumulation of crises. We faced [each] with dignity and fraternity.
We stood firm without ever giving up action. Thanks to the reforms carried out, our industry has recreated jobs for the first time and unemployment has reached its lowest level in fifteen years. Thanks to everyone's work, we have been able to invest in our hospitals and research, strengthen our armies, recruit police officers, gendarmes, magistrates and teachers, reduce our dependence on fossil fuels, continue to modernize our agriculture. Thanks to our efforts, before the pandemic, we reduced our deficits and, throughout the five-year term, lowered taxes in an unprecedented way. All this has allowed us to be credible and convince our main neighbors to start building a powerful Europe, capable of defending itself and influencing the course of history.
We didn't do everything. There are choices that, with the experience gained, you and I would probably have made differently. But the transformations initiated during this mandate have allowed many of our compatriots to live better, France to gain independence. And the crises we have been going through for [the past] two years show this is path that must be continued.
We are experiencing unprecedented, rapid upheavals: threats to our democracies, rising inequalities, climate change, demographic transition, technological transformations. Make no mistake, we will not respond to these challenges by choosing withdrawal or cultivating nostalgia. It is by looking with humility and lucidity at the present, by not giving up any of the audacity, the will and our taste for the future, that we will succeed. The challenge is to build the France of our children, not to rehash the France of our childhood.
That is why I ask for your confidence in a new term as President of the Republic. I am a candidate to invent with you, in the face of the challenges of the century, a unique French and European response. I am a candidate to defend our values that the disturbances of the world threaten. I am a candidate to continue preparing for the future of our children and grandchildren. To allow us today and tomorrow to decide for ourselves.
There is no independence without economic strength. We will therefore have to work more and continue to lower taxes on labor and production. In order not to have imposed by others the technologies that will punctuate our daily lives tomorrow, we will also have to continue to invest in our innovation and research to put France first in sectors such as renewable energy, nuclear, batteries, agriculture, digital technology, or space that will make the future and allow us to become a great ecological nation, the one that will be the first to emerge from dependance on gas, on petrol and on coal.
It is on the condition of this productive reconquest through work that we can preserve and even improve this social model which we value so much and which has proven itself.
We will fight inequalities, not so much by trying to correct them, always too late, attacking them at their roots. We will ensure that all children in France have the same chances, that republican meritocracy becomes a promise for everyone again. To do this, priority will be given to schools and our teachers, who will be freer, more respected and better paid.
We will invest to allow everyone to live old age at home as long as they can, to make retirement homes more humane. We will tirelessly continue our work for the inclusion of our compatriots with disabilities. In terms of health, we will operate the prevention revolution and push back medical deserts.
The strength of our social model is here: in this investment in people throughout life, which gives confidence to families and has made France one of the countries in Europe with the highest birth rate.
Defending our French singularity finally implies promoting a certain way of being in the world. A millennial art of living, rooted in every region, every départment, every city and every village whether in mainland France or in our overseas territories. A history, a language, a culture that when you are French, you must know, love, share. A citizenship, which is not only based on rights, but on everyday duties and commitment. Because compliance with the laws is not negotiable, we will continue to invest in our security forces and justice. We will encourage engagement with a simple ambition: to train not only individuals and consumers, but citizens. Make Republicans.
Throughout my mandate, I have seen everywhere a spirit of unfailing resistance, a remarkable desire for commitment, a tireless desire to build. I found this in our country but also by meeting our compatriots living abroad. In every place, I perceived the desire to take part in this beautiful and great collective adventure called France.
That is why the electoral moment that is opening is so important. This presidential election will determine the directions that the country gives itself for the next five years and well beyond. Of course, I will not be able to campaign as I would have liked because of the context. But with clarity and commitment I will explain our project, our desire to continue to move our country forward with each of you.
Together, we can make these times of crisis the starting point of a new French and European era.

Depuis cinq ans, nous avons traversé ensemble nombre d’épreuves. Terrorisme, pandémie, retour de la violence, guerre en Europe : rarement, la France avait été confrontée à une telle accumulation de crises. Nous avons fait face avec dignité et fraternité.
Nous avons tenu bon sans jamais renoncer à agir. Grâce aux réformes menées, notre industrie a pour la première fois recréé des emplois et le chômage a atteint son plus bas niveau depuis quinze ans. Grâce au travail de tous, nous avons pu investir dans nos hôpitaux et notre recherche, renforcer nos armées, recruter policiers, gendarmes, magistrats et enseignants, réduire notre dépendance aux énergies fossiles, continuer à moderniser notre agriculture. Grâce à nos efforts, nous avons, avant la pandémie, réduit nos déficits et, tout au long du quinquennat, baissé les impôts de manière inédite. Tout cela nous a permis d’être crédibles et de convaincre nos principaux voisins de commencer à bâtir une Europe-puissance, capable de se défendre et de peser sur le cours de l’Histoire.
Nous n’avons pas tout réussi. Il est des choix qu’avec l’expérience acquise auprès de vous je ferais sans doute différemment. Mais les transformations engagées durant ce mandat ont permis à nombre de nos compatriotes de vivre mieux, à la France de gagner en indépendance. Et les crises que nous traversons depuis deux ans montrent que c’est bien ce chemin qui doit être poursuivi.
Nous connaissons des bouleversements d’une rapidité inouïe : menace sur nos démocraties, montée des inégalités, changement climatique, transition démographique, transformations technologiques. Ne nous trompons pas : nous ne répondrons pas à ces défis en choisissant le repli ou en cultivant la nostalgie. C’est en regardant avec humilité et lucidité le présent, en ne cédant rien de l’audace, de la volonté et de notre goût de l’avenir que nous réussirons. L’enjeu est de bâtir la France de nos enfants, pas de ressasser la France de notre enfance.
Voilà pourquoi je sollicite votre confiance pour un nouveau mandat de Président de la République. Je suis candidat pour inventer avec vous, face aux défis du siècle, une réponse française et européenne singulière. Je suis candidat pour défendre nos valeurs que les dérèglements du monde menacent. Je suis candidat pour continuer de préparer l’avenir de nos enfants et de nos petits-enfants. Pour nous permettre aujourd’hui comme demain de décider pour nous-mêmes.
Il n’y a pas d’indépendance sans force économique. Il nous faudra donc travailler plus et poursuivre la baisse des impôts pesant sur le travail et la production. Pour ne pas nous laisser imposer par d’autres les technologies qui rythmeront demain notre quotidien, il nous faudra aussi continuer d’investir dans notre innovation et notre recherche afin de placer la France en tête dans les secteurs qui, comme les énergies renouvelables, le nucléaire, les batteries, l’agriculture, le numérique, ou le spatial feront le futur et nous permettront de devenir une grande Nation écologique, celle qui la première sera sortie de la dépendance au gaz, au pétrole et au charbon.
C’est à la condition de cette reconquête productive par le travail que nous pourrons préserver et même améliorer ce modèle social auquel nous tenons tant et qui a fait ses preuves.
Nous lutterons contre les inégalités, non pas tant en cherchant à les corriger toujours trop tard qu’en nous y attaquant à la racine. Nous ferons en sorte que tous les enfants de France aient les mêmes chances, que la méritocratie républicaine redevienne une promesse pour chacun. Pour cela, la priorité sera donnée à l’école et à nos enseignants, qui seront plus libres, plus respectés et mieux rémunérés.
Nous investirons pour permettre à chacun de vivre le grand âge à domicile tant qu’il le peut, pour rendre les maisons de retraite plus humaines. Nous poursuivrons sans relâche notre travail pour l’inclusion de nos compatriotes en situation de handicap. En matière de santé, nous opérerons la révolution de la prévention et ferons reculer les déserts médicaux.
La force de notre modèle social est là : dans cet investissement dans l’humain tout au long de la vie, qui donne confiance aux familles et a fait de la France l’un des pays d’Europe à la plus forte natalité.
Défendre notre singularité française implique enfin de promouvoir une certaine manière d’être au monde. Un art de vivre millénaire, enraciné dans chaque région, chaque canton, chaque ville et chaque village que ce soit en métropole ou dans nos outre-mer. Une histoire, une langue, une culture que lorsque l’on est Français, on se doit de connaître, d’aimer, de partager. Une citoyenneté, qui ne repose pas seulement sur des droits, mais sur des devoirs et un engagement de chaque jour. Parce que le respect des lois n’est pas négociable, nous poursuivrons l’investissement dans nos forces de sécurité et notre justice. Nous encouragerons l’engagement avec une ambition simple : former non pas seulement des individus et des consommateurs, mais des citoyens. Faire des républicains.
Tout au long de mon mandat, j’ai vu partout un esprit de résistance à toute épreuve, une volonté d’engagement remarquable, une inlassable envie de bâtir. Je l’ai retrouvée dans notre pays mais aussi en allant à la rencontre de nos compatriotes vivant à l’étranger. En chaque lieu, j’ai perçu le désir de prendre part à cette belle et grande aventure collective qui s’appelle la France.
C’est pourquoi le moment électoral qui s’ouvre est si important. Cette élection présidentielle déterminera les directions que le pays se donne à lui-même pour les cinq années à venir et bien au-delà. Bien sûr, je ne pourrai pas mener campagne comme je l’aurais souhaité en raison du contexte. Mais avec clarté et engagement j’expliquerai notre projet, notre volonté de continuer à faire avancer notre pays avec chacun d’entre vous.
Ensemble, nous pouvons faire de ces temps de crises le point de départ d’une nouvelle époque française et européenne.
